  • Automated Fingerprint Image Reporting and Match (AFIRM) system for detecting welfare fraud for the County of Los Angeles Department of Public Social Services
  • State/Local labor market information program for the California Employment Development Department.
  • Federally-funded adult education programs for the California Department of Education
  • Program implementation for the Chancellor’s Office of the California Community Colleges

Fiscal Analyses

Examples of fiscal analysis studies include:

  • Review of costs and alternatives for revenue generation for the South Coast Air Quality Management District’s stationary source and emissions fee structure
  • Development of a model to allocate personnel and operating expenses to regional centers providing services to clients of the California Department of Developmental Services
  • Development of an alternative system of charging cities, districts and other jurisdictions their fair shares of Riverside County's elections costs
  • A cost/benefit study of three comprehensive occupational information systems

Statistical Analyses

Dr. Stecher’s statistical consulting includes:

  • Statistical analyses of field case record review data and validation of the Client Development Evaluation Report (CDER) database for the California Department of Developmental Services
  • Statistical review of City of Los Angeles Police Department sworn officer attrition and turnover. Conducted comparative analyses with six other law enforcement agencies nationwide
  • Sampling plans for several large transportation surveys
